COMMITTEE RESPONSIBILITIES

 

Introduction

 

1. The purpose of this document is to define the roles and responsibilities of the members of the Management Committee and the Cricket Committee, in order to ensure that all the playing and administrative requirements for the Club are managed smoothly, efficiently, and in the best interests of its members - and to that end so that all members of the Committees are aware of what they are responsible for, and are accountable.

 

2. Team Vice Captains and the Spirit of Cricket Member are not Committee members but for completeness their roles are shown at paragraphs 21 & 22 

 

3. The Management Committee (as required by the Constitution) consists of those holding the following appointments

a. President (non-executive)

 

b. Chairman

 

c. Secretary

 

d. Treasurer

 

e. Director of cricket

 

f.  Fixtures Secretary

 

g. Academy Manager

 

h. Archivist

 

i. Captains of the 1st XI, 2nd XI and Sunday teams 

 

j.  Facilities Manager

 

k. External Relations Manager

 

l.  Playing area Manager

 

m. Social Secretary

 

n.  Sponsorship Manager

 

o.  Welfare Officer

 

p.  League and Cup representative

 

Roles and Responsibilities

 

4.    President To preside over the affairs of the Club in a non-executive capacity, by advising, guiding, and informing the Chairman and Committee when appropriate.

 

5.    Chairman

a. Responsible to the President and members for the efficient routine management of the Club

 

b. Initiate, develop, and execute Club management policy

 

c. Chair AGM and Committee meetings (also deciding date, time and place)

 

d. In conjunction with the 1st XI Captain, obtain the services of a professional player, and liaise with KES Witley when necessary in relation to him and associated arrangements

6.    Secretary

a. Take minutes at AGMs and Committee meetings, draft, clear with Chairman, and issue minutes to Committee  members within 7 days of a meeting

 

b. Retain copies of the minutes for the record

 

c. Execute Committee decisions as directed by the Chairman

 

d. Communicate with Vice Presidents, Life Members, Social Members and playing members as directed by the Chairman

 

e. Manage and coordinate all routine correspondence to and from the Club and redirect to Committee members where appropriate.

 

f.  Provide match paperwork for captains (for results, subscriptions, match fees etc)

 

g. Maintain a Club database of all involved with it, to include contact details, playing preferences, subscription status, and availability, and periodically issue updates to Committee members

 

h. Initiate collection of annual subscriptions

 

i. Liaise closely and regularly with the Chairman

 

j. Liaising with the Archivist so that information to members and prospective members of the Club can be posted on the website.

 

k. Manage Club merchandise

 

l. Attend Committee meetings

7.   Treasurer

 

       a. Responsible for the efficient and prudent management of the Club's finances

 

       b. Prepare an annual budget for approval by the Committee at the last meeting before the AGM, so that it can be discussed and    

       finalised, and then presented to the AGM for approval.

 

       c. Provide a current state of finances at each Committee meeting

 

       d. Receive match fees, and any other monies (eg subscriptions), from captains, or other Committee members

 

       e. Pay all bills authorised for payment

 

       f.  Pay professional's remuneration

 

       g.  Liaise with the Pirrie Hall Treasurer as required

 

       h. Attend Committee meetings

 

8.    Director of cricket

 

       a. Overall, responsible for the effective and efficient delivery of cricket in the Club

 

       b. Selecting, in conjunction with captains, the teams for :

 

           (1) 1st and 2nd XI League matches on a weekly basis, with retention of final decision if required

           (2) Limited overs cup matches

           (3) Cricket Festival week, working in conjunction with captains to raise the sides

 

       c. Maintaining harmonious relations between the respective league captains

 

       d. Communicating team selection in a timely manner

 

           (1) To the Archivist for publishing on the website

           (2) To the captain of the Sunday team in order to provide cricket on a Sunday for those who are available but not selected on a

           Saturday

 

       e. Manage catering arrangements for home league matches to a maximum budget per match directed by the Committee

 

       f.  Responsible for ensuring, where possible, that umpires and scorers are available for Sunday and Academy XI matches

 

       g. Responsible for maintenance and provision of  playing equipment (stumps, bails, non-league balls, umpires coats etc)

 

       h. Responsible for liaising with the Club League Council Representative for ordering appropriate numbers of League balls

 

       i. Provision of a scorer for 1st XI League matches

 

       j. Manage the Club professional and instruct and direct him in the performance of his duties, subject to any specific direction the

       Chairman may give, including decision on which Sunday games he will be required to play in

 

       k. Ensure captains discharge their responsibilities for :

 

           (1) Pre and post match administration

           (2) Collection of subscriptions and match fees

           (3) Timely submission of league match results

 

       l. Ensuring league players (particularly those likely to be playing for the 1st XI) are registered with the League

 

       m. Responsible with captains, for the timely collection of subscriptions, including chasing late payers

 

       n. Call meetings with appropriate Committee members when required, to facilitate delivery of cricket

 

       o. Liaise when necessary with Facilities and Playing Area Managers

 

       p. Attend Committee meetings

 

9.   Fixtures Secretary

 

       a. Responsible for arranging all non-league fixtures, as instructed by the Committee

 

       b. Arrange for the production of the fixture card and its despatch to Life Members, Vice Presidents, players and others listed on the

       Club database, to non-league clubs to be played, and to sponsors

 

       c. Liaise with the Archivist for the posting of all fixtures on the Club website

 

       d. Attend Committee meetings (when requested to by the Chairman

 

10.  Academy Manager

 

        a. Responsible for the efficient and effective operation of the Academy

 

        b. Work with the Chairman during the establishment of the Academy in the 2011 season

 

        c. Attend Committee meetings (when requested to by the Chairman)

11. Archivist

 

        a. Responsible for researching, maintaining and producing Club cricket records and memorabilia, both historic and current

 

        b. Produce information and statistics when requested by the Committee

 

        c.  Score in league matches when available

 

        d. Manage the Club's website

 

        e. Attend Committee meetings (when requested to by the Chairman)

 

12.  Saturday 1st and 2nd XI Captains

 

        a. Captain the team on the field of play in Surrey Championship league matches

b. Responsible for the behaviour of team members to the highest standard on the field of play (as described in the rules of the Surrey Championship, Schedule 4) and by conforming to the Spirit of Cricket

 

c. Responsible for the completion of match sheets and collection of match fees from players after each match, and transmission of them to the Treasurer without delay.

 

d. Responsible for the execution of all requirements of the league on match days including agreeing the score and related details with the opposition captain and at home matches, telephoning these to the league and posting them on the Club's league website (Brook CC, Surrey - Play-Cricket). Should any fine be imposed by the League as a result of these responsibilities not being completed the captain will be expected , as a matter of honour, to pay that fine.

 

e. When playing at home, ensure and check that all pre and post match tasks are completed. When any of  these tasks are delegated to vice captains or others by the captain, he will however retain final responsibility for them

 

f. Continuous liaison with the Director of Cricket

 

g. Ensuring, as far as is reasonable, that league players wear Club clothing with sponsors logos 

 

h. The 2nd XI captain is to secure a scorer and non-playing umpire for the 2nd XI if possible.

 

i. Members of the Cricket Committee

 

j. Attend Committee meetings

13. Brook Sunday Captain

 

        a. Captain the team on the field of play

b. Responsible for the completion of match sheets and collection of match fees from players, and match fee from visitors at home matches, and transmission of them to the Treasurer without delay

 

c. Ensure match catering arrangements are in place

 

d. When playing at home, ensure and check that all pre and post match tasks are completed. When any of these tasks are delegated to vice captains or others by the captain, he will however retain final responsibility for them

 

e.  Attend Committee meetings

14.  Facilities Manager

 

         a. Ensure ground equipment (scorebox, nets, boundary flags etc) is in working order and maintained, and it's reprovision when

         necessary

 

         b. Security of Club property at ground

 

         c. Be initial point of contact for non-Brook use of the ground (eg Sydenhurst Ramblers)

 

         d. Liaise closely  with the Playing Area Manager

 

         e. Attend Committee meetings

 

15. External Relations Manager

 

         a. Represent the Club at Pirrie Hall committee meetings and report to the Committee on issues relevant to the Club

 

         b. Develop and maintain relations with local clubs and schools in regard to Brook Academy matters, and for player recruitment

         purposes

 

         c. Develop and maintain links with local media, including regular submissions of match details and reports

 

         d. Keep sponsors and advertisers briefed on Club matters

 

         e. In general, speak for, and publicise, the Club in as positive a way as possible

 

         f. Attend Committee meetings  

 

16. Playing Area Manager

 

         a. Responsible, with the Groundsman, for :

 

             (1) The production of the outfield and square for play to the highest possible standard

             (2) Maintenance of pitch preparation equipment and its reprovision when necessary

             (3) Match day preparation and maintenance

 

         b. Arranging for, and recording, outfield cuts

 

         c. Close liaison with the Facilities Manager

 

         d. Deputising for the Groundsman when necessary, or providing an alternative when required

 

         e. Represent the Groundsman at Committee meetings

 

         f. Advise and recommend on supply and funding of pitch maintenance equipment

 

         g. Attend Committee meetings   

 

17. Social Secretary

 

         a. Initiate and arrange social events as instructed by the Committee

 

         b. Attend Committee meetings (when requested to by the Chairman)

 

18. Sponsorship Manager

 

          a. Responsible for raising money for the Club by initiating, developing, and managing relationships with sponsors

 

          b. Attend Committee meetings

 

19. Welfare Officer

 

          a. Responsible for the Club's policy on, and correct application of, all applicable child welfare and protection arrangements in line

          with Clubmark requirements.

 

          b. Be the first point of contact in the Club for parents, children, and the Committee in regard to welfare procedures, problems,

          advice, and contact with external agencies

 

          c. Process vetting checks (what were until recently called CRB checks) for those holding specific Club appointments

 

          d. To have attended :

 

              (1) Safeguarding and Protecting Children course

              (2) ECB Safe Hands workshop

 

          e. Attend Committee meetings (when requested to by the Chairman)

 

20. League and Cup Representative

 

          a. Report on and update the Committee on League and Cup matters

 

          b. Oversee the communication with the Surrey Championship in regard to League matters, and manage the the Club nominated

          Council Representative (responsible for all written communication with the League)

 

          c. Represent the Club by liaison and attendance at :

 

              (1) Mandatory League meetings and AGMs (and if unable to attend nominate an alternative in good time)

              (2) Other meetings with external agencies that the Chairman may request

 

          d. Attend Committee meetings           

 

 

Other Club appointments 

 

21. Team Vice Captains

 

          a. Deputise for their respective captains in their absence when required (including attending either Management or Cricket

          Committee  meetings)

 

          b. Share the responsibility with their captain for all duties as agreed with him

 

22. Spirit of Cricket Member

 

          a. To be the custodian of all matters relating to the Spirit of Cricket and the person to whom all incidents which offend against it are

          to be directed

 

          b. Attend Committee meetings (when requested to by the Chairman)
